    The American Federation of State, County and Municipal Employees, or AFSCME, Local 3299 has filed two new unfair labor practice charges against the UC Board of Regents regarding the recent systemwide hiring freeze and alleged denial of employee benefits to certain workers. In one of the charges AFSCME filed with the California Public Employment Relations Board, or PERB, the union alleges that the UC system failed to provide notice and enter into bargaining prior to imposing the hiring freeze.
