LIVERPOOL, England — The suspect detained after a vehicle drove through a crowd of football fans in Liverpool's city center, injuring dozens, has been arrested on suspicion of attempted murder, dangerous driving and driving while under the influence of drugs, authorities said Tuesday. Speaking at a news conference in Liverpool in northwest England, Detective Chief Superintendent Karen Jaundrill announced the formal arrest of the suspect, who was detained at the scene of the incident on Monday.
