In today’s CapCon:A handshake deal on the state budget could be reached as early as Friday, with voting to start on Monday or Tuesday. Hochul’s proposal on involuntary commitment is still open to some extent and lawmakers want to change or build on it. That could include attention to a mental health law that’s never been used after being approved in the 2013 state budget. It could also include provision’s of Daniel’s Law, which we lay out in this week’s On The Bill.

ALBANY — Gov. Kathy Hochul's favorability rating among voters in New York has reached its highest level since January 2024, according to a new poll from the Siena Research Institute. It was also the first time in more than a year that a larger share of voters found Hochul more favorable — at 44% — than unfavorable — at 43%.

Mental health advocates want lawmakers to push the state to use incident review panels as part of involuntary commitment talks. At the Capitol: What’s on deck for Tuesday and the week, as of now. Schumer plans to force a vote on Trump’s tariffs, which he says can’t be offset in the state budget. New York is no longer a “donor state.” But DiNapoli says it could be again soon.

ALBANY — Democrats plan to force a floor vote in the U.S. Senate next week to reverse recent tariffs imposed by President Donald J. Trump on imports from other countries. Senate Minority Leader Charles E. Schumer told reporters in Albany Monday that he thinks Democrats can secure the four Republican votes necessary for the resolution to pass.
