An envelope containing white powder was mailed to the Burlington home of Central Connecticut State University President Zulma Toro on Friday, police said. The white powder was removed by hazardous materials teams and is being tested at state laboratories. State police said they were called to Toro’s home at 7:35 p.m. Friday. The Burlington Fire Department, University of Connecticut haz-mat team and state Department of Energy and Environmental Protection responded to the scene, police said.
