Residents of an apartment complex in Bloomfield spoke out at the Capitol Friday, in an effort to call attention to poor conditions at their residence and what they say is a failure by the property owner to address complaints. A group of over a dozen people from the Manor House Tenants’ Union held a press conference with Rep. Bobby Gibson, D-Hartford, and representatives from the Connecticut Tenant’s Union, a tenant rights group that has 18 chapters across the state.

For years, Connecticut lawmakers have debated a policy that would have towns plan and zone for a set number of units based on regional housing needs, and a new report shows exactly how many units each town would have to plan for under the policy. In 2023, the legislature passed a law that mandated the “fair share” study, and the state contracted with consulting firm ECONorthwest. The firm released town-specific numbers earlier this month.

Some towns have seen large drops in their grand lists caused in part by changes made in recent years to the state law that determines how local officials figure the value of cars for property tax purposes. Middletown, for example, saw its grand list shrink “for the first time in recent memory,” because of the car tax valuation changes, its mayor told residents earlier this year. The town is now planning to raise its tax rate.
