To lower card processing costs, the Assembly was asked to support more financial innovation through AB500 — but it also had to accept who might stand to profit. Two votes. AB500, a bill that would have allowed for the licensure and regulation of payments banks, should have been a slam dunk. Sponsored by Assembly Speaker Steve Yeager (D-Las Vegas) and amended by Secretary of State Cisco Aguilar, it certainly didn’t lack institutional or political support.

If you think what the president is doing is bad, wait until dozens of upwardly aspirational governors follow his example. In 2013, the Sacramento Bee published a scathing investigative report about a state-run mental hospital in Las Vegas that was throwing mentally ill people onto buses with bottles of Ensure nutritional supplement and one-way tickets out of Nevada. To his credit, Republican Gov. Brian Sandoval didn’t dig in his heels.
