Betty Field couldn’t believe what she heard at Tuesday’s Colorado Springs City Council meeting. The June 2 eviction order she had been served for her handicapped-accessible, low-income apartment in subsidized housing was being vacated. “My first thought after shock was ‘Working together works,’” she said.

More Colorado children who have been removed from their homes due to abuse, neglect or court cases now have an improved chance of ending up living with a biological relative or someone else they know, as conditions of a new state law have rolled out this year. Approved by lawmakers on Sept. 1, upgrades to kinship foster care homes enable adults familiar to displaced children to care for them and receive varying levels of financial backing and hands-on support.
