SACRAMENTO, Calif. — Sacramento County Sheriff Jim Cooper is calling for changes to California's mental health diversion program, saying it allows certain offenders to avoid jail time too easily. The program allows people who are charged with certain crimes and diagnosed with one of more than 300 mental health disorders — ranging from anxiety to severe neurological conditions — to receive treatment instead of jail time. In some cases, participants may also have their criminal records expunged.
