After an 8-hour meeting and extended disruption by protesters on Wednesday, Houston City Council approved a $7 billion budget for the next fiscal year, which starts in July. "I've voted on many budgets in my career. It's always easy to find fault," said Mayor John Whitmire, a former longtime state lawmaker. "Anyone can be a critic and politicize a budget. So all I'm saying is I'm proud of the budget. We were told we couldn't do it — we couldn’t balance it — by political critics.

Ahead of Houston City Council's vote on Mayor John Whitmire's $7 billion proposed budget, Controller Chris Hollins continued to hammer "serious financial challenges" including deficit spending, excess overtime expenditures and the specter of a credit downgrade. Hollins and Whitmire have repeatedly clashed during their 18 months in office over a range of issues, including the administration's blockbuster settlement with the firefighters' union, overtime spending and alleged ethics violations.

In a major win for Houston Mayor John Whitmire's administration, a judge in Harris County this week signed off on a settlement in a longstanding case concerning the city's spending on streets and drainage. The lawsuit began in 2019 and argued the city was short-changing voter-approved funding for a special streets and drainage fund. Whitmire reached an agreement with the plaintiffs in April to gradually ramp up the city's additional contribution to the fund.
