Since Napa activated its first red-light camera system at Soscol and Lincoln avenues in January, more than 3,700 warnings and violations have been issued — a number city leaders say reflects an urgent need for better traffic enforcement. That averages out to more than 22 violations a day — nearly one every hour. “I heard that number and I about fell out of my chair,” City Council member Mary Luros said at Tuesday night’s council meeting.
