On August 9, 2024, Illinois Governor JB Pritzker signed into law HB3773, a bill amending the Illinois Human Rights Act to address employers’ use of artificial intelligence (AI). The amendment clarifies that it is a civil rights violation to use AI that has the effect of discriminating on the basis of protected classes under Illinois law, or to “use zip codes as a proxy for protected classes.” 775 ILCS 5/2-101(L)(1).

AbstractNeurons are typically sensitive to a small fraction of stimulus space. If the environment changes, making certain stimuli more prevalent, neurons sensitive to those stimuli would respond more often and therefore, if the stimulus-response mapping remains fixed, have a higher average firing rate. However, sufficiently prolonged exposure to the new environment typically causes such neurons to adapt by responding less vigorously.

HB3129 (the “Bill”), which was introduced in the Illinois House of Representatives on February 16, 2013, and passed by the Labor & Commerce Committee on February 28, 2023, would require Illinois employers to include pay scale information in job postings—or face financial consequences.
