Hellman owns the city’s sole Mr. Lube franchise and is a long-term member of the local Kinsmen organization. The business owner also once served as the president of Medicine Hat’s chamber of commerce.

When the case went to the top court in 2022, the Supreme Court ruled unanimously that the extended period of parole ineligibility violated the Charter guarantee against cruel and unusual treatment because it could deny offenders a realistic prospect of being released before they die. People who are eligible for parole are not guaranteed release and must make their case to the parole board.

Medicine Hat’s city council requested the inspection from Alberta’s municipal affairs minister last September after months-long leadership crisis sparked by disagreement over procedure and authority.
