What the rules said: Rules and would have required manufacturers to gradually start selling more zero-emissions furnaces and water heaters: 90% in 2036. Traditional gas-powered appliances can still be sold, but manufacturers will have to pay surcharges for those units, a cost they’re likely to pass on to consumers.
