    A 13-year-old on an electric bike who was hit and dragged under a pickup truck Friday morning on US 99E in Albany is in stable condition, police said. The crash happened around 7:10 a.m. at 29th Avenue and Pacific Boulevard, Albany Police Department said in a statement. The child had failed to obey a traffic control device, or traffic light, police said, and was hit by the driver of a pickup truck. The juvenile was taken to Good Samaritan Regional Medical Center.

    The kayaker who went missing Saturday after going over Willamette Falls was a 20-year-old man from Porterville, California named Marcelus Angelo Rodriguez, officials said Thursday. Rodriguez had just arrived in the Oregon City area with family for a vacation when he was seen kayaking upstream of the falls, the Clackamas County Sheriff’s Office said in a statement.

    Burns avoided a second wave of flooding this week despite concerns that parts of the recently flooded eastern Oregon city could once again be swamped, officials said. The Silvies River, which runs to the east of the city, was at around 12 feet Thursday, according to the National Weather Service, at the threshold of the “minor flood stage.” That means river water could reach private properties on North Broadway Avenue, Foley Road and Stancliff Road, forecasters said.

    Burns residents are bracing for more flooding, about a week after a surge of water driven by rain and snow melt damaged dozens of homes and knocked out the Harney County city’s sewer system, officials said. Floodwaters continued to recede from Burns over the weekend, the Harney County Sheriff’s Office said, but standing water remains, including in neighborhoods on the east side of the city.

    Dozens of people were evacuated and more than 70 homes damaged in Burns during the flooding that triggered a state of emergency in Harney County, city officials said. The flooding, which began last month, swamped parts of Burns last weekend, hitting north Burns and the Burns Paiute Tribe especially hard, Burns City Manager Judy Irwin told The Oregonian/OregonLive.
