Ruth Nazmeena Vincent was one of five people onboard the 36-metre freighter Booya, which was eventually found in Darwin Harbour in 2003. On Sunday, two of Ruth's children, Georgia and Tony, attended the dive of the wreckage, which they say has become a special place for the family. "It's really for the kids," Ms Vincent said.

Stakeholders say they'll be looking for clear actions to follow the speech, particularly from the police force's new anti-racism strategy.
