The realignment processes in Eurasia are playing out in a context of largely authoritarian governance. In most of the region, especially in the resource-rich economic powerhouses, modernisation has taken the shape of rentier capitalism. Foreign investment incentivised the appropriation of natural resources, financial assets and mass media by local elites who used the revenues mainly for consumption and representational purposes rather than reinvesting them in the national economy.
