STOCKTON, Calif. — A massive fire tore through a vacant historic building in the heart of downtown Stockton on Saturday, reigniting debate over what some city leaders call a long-overdue ordinance to regulate abandoned properties. The fire broke out at a long-empty structure near Main and California streets around 9:30 a.m., sending thick black smoke across downtown and prompting a large response from Stockton fire crews. More than 50 firefighters were on hand to battle the flames.
