Inside the Marina Theater Tuesday, a different kind of show was playing out. It wasn’t just the smell of stale popcorn permeating the air, but tension and anxiety. Cow Hollow residents, most of whom were older homeowners, packed into the movie palace for an informational town hall about the city’s plan to allow developers to build higher and denser across swaths of the neighborhood, at times breaking into applause or jeering, depending on who was speaking.

A former Navy site in Alameda’s West End could be transformed into a 5-acre surf park in a few years. The Neptune Beach Surf Club, proposed near West Hornet Avenue and Skyhawk Street, would feature a 2-acre pool with artificial waves for up to 50 surfers. The $50 million project is being developed by Pro Swell and Urban Mix Development. Project leader William Duncanson of BAR Architects & Interiors hopes to break ground in the next 24 to 30 months and open the park in 2029.

But the city is about to kill the vital mechanism the app runs on.

The odds were stacked against Roger Lwin when he set out to open yet another restaurant in a Polk Gulch building where they were known to die. Sixteen eateries had come and gone in just three decades. Neighbors said the building was “cursed.” Winking at the site’s notorious reputation, Lwin opened Hex Bar & Kitchen in 2015. But his restaurant, too, fell prey to the curse — and it only grew stronger after Hex shut its doors in 2017.
