This is the second in a series of Globe stories examining New England’s changing winters. Last year, Boston only saw a paltry 9.8 inches of snow. But this year, the city has totaled nearly three times that amount — 28 inches of the white stuff — through the end of February. Better for snow lovers, but still a far cry from years past. It’s always been a guessing game how much snow will fall in any given winter.

Like clockwork, every few years a Boston City councilor petitions the state for more liquor licenses. The last successful push was a decade ago, when then-City Councilor Ayanna Pressley and then-Mayor Martin J. Walsh worked together to net 70 new licenses for Boston. It was a big deal, but it soon became clear, as the city boomed with new restaurants, that Boston would need more.

In the weeks and months after a gunman in Lewiston, Maine, stormed into Schemengees Bar & Grille and killed 10 people last year, owner Kathy Lebel struggled through her grief, agonizing over whether to say goodbye to her beloved pool hall for good, or try to start again. She could not shake the feeling that it would be wrong to reopen in a place where so many had died, including the bar’s manager and one of Lebel’s best friends, Joseph Walker.
