In support of international efforts to limit climate change, the
Government of Canada is endeavouring to achieve a net-zero
emissions national economy by 2050. To achieve this goal, Canada
has set an initial target of reducing economy-wide emissions to a
level below 55%-60% of 2005 emissions by 2030. A critical component
of Canada's energy transition plan is the early development of
additional low- or non-emitting electricity generation.

Early last month, the Government of Alberta announced that the
Alberta Utilities Commission (AUC) would pause approvals on new
renewable energy projects over one megawatt in the province until
February 29, 2024.
The Government also instructed the AUC to undertake an inquiry
into policies and procedures for the development of electricity
generation.

enacted the Generation Approvals Pause Regulation on
August 3, 2023, requiring the Alberta Utilities Commission (AUC) to
immediately pause approvals of new renewable electricity generation
projects over one megawatt until February 29, 2024 (the Approvals
Pause).

On August 10, 2023, the government of Canada released
draft Clean Electricity Regulations [PDF] (CER)
for public comment. The final CER are anticipated to be registered
under the Canadian Environmental Protection Act,
1999 (CEPA) in 2024 and come into force on January 1,
2025.
The CER limit carbon emissions produced by electricity generated
using fossil fuel in an effort to ultimately eliminate emitting
sources of supply connected to public electricity grids in Canada.
