Don McLaughlin wasn’t supposed to be mayor of Uvalde during the town’s darkest hour. When he was first elected in 2014, the small city of 15,000 limited mayors to three two-year terms. As he was set to leave politics in 2019, McLaughlin asked the city council to change the city charter so that mayors could serve four-year terms just as members of the council did.
