Bas was born on September 16, 1928 in Hilversum, The Netherlands to T.W. Oskam and Anna Kapp Oskam. He was educated in Rotterdam, The Netherlands and was married on June 30, 1955 to Eva E. Castor of Oberwesel, Germany. They moved the same year to the UnitedStates, later becoming naturalized citizens.
