The random drawing late Thursday was the first time the California Air Resources Board and its San Diego vendor, the nonprofit Pedal Ahead, had pulled off the online application effort without the system crashing.

Contributions and grants to the San Diego Humane Society, the local nonprofit that provides animal-welfare services and has been granted police powers across much of the county, nearly doubled over the five years ending June 30, 2024. Tax-deductible donations and other revenue pushed the organization’s total assets to $133 million, almost twice the $70 million it reported five years ago, federal tax records show.
