IntroductionOn 28 November 2024, the UK Financial Conduct Authority (the "FCA") published Consultation Paper 24/2 Part 2 ("CP24/2 Part 2").1 This sets out revisions to the FCA's controversial proposals2 published earlier this year to name firms it is investigating at an early stage and before any findings of misconduct have been made (the "Transparency Proposal"). The deadline for responding to the revised proposals is 17 February 2025.

Yesterday, Shell spudded the 48/8b-3 exploration well with the Valaris 123 jack-up to drill the Selene exploration well in the UK Southern North Sea gas basin. This is a bit of a landmark for recent times in the depressed UK North Sea: the first exploration well offshore UK in 2024; in the success case a standalone potential development, so not infrastructure-led exploration; and a junior exploration company fully carried through a well in what was perceived to be a thoroughly exploited basin.
