Like most states, California lets "small estates" below a certain value pass to a deceased person's heirs without going through full-blown probate, which is a time consuming and costly court process. A new California law that takes effect April 1 will significantly increase the value of what's considered a "small estate," expanding it to include a primary home worth up to $750,000. That could help many people who don't have a living trust and live where home prices are lower.
