The news from SEPTA’s headquarters was to be expected. For the last three years, SEPTA has threatened the riders with a doomsday budget. It’s the same this year. SEPTA says that unless it gets the money from the state, it will cut services by 45 % and raise fares by 21%, eliminate 50 bus lines, drastically reduce service on others, and end regional rail lines after 9 pm while pricing 10’s thousands of riders off the system. And then it will get worse.

President Trump and the Republican-led Congress want to extend tax cuts for the wealthy and corporations and increase military spending. They plan to cut $8.4 trillion from Medicare and Medicaid, increase the nation’s debt, and place tariffs and sales taxes on consumer and industrial products to pay for this. Medicare is the program that covers health insurance for those over 65. It’s not free, and it only covers a portion of bills.

The Philadelphia Water Department is seeking a combined 20.7% increase; it wants $ 16.47 monthly, $197.64 per year more than the average Philadelphian currently pays. According to PWD’s filing, the rates are already “not affordable by industry standards.” Rates have gone up every year since the Water Rate Board, its regulatory body, has hired the same hearing examiner and same lawyer to “represent the public.” Six years of continual rate increases.

Fourteen years ago, SEPTA announced it contracted with Conduent Inc. to create a “Key Card” to replace tokens. The card would allow riders to use it as a debit card to pay for rides. The card was designed to have money placed in an account, which the card can access at different locations and kiosks located at SEPTA stations. Conduent was two years late developing the system. It was supposed to cost $122 million, it did not.
