HO CHI MINH CITY -- Officials and investors in Vietnam expect the frontier market to be designated an emerging market this year, which could push billions of foreign dollars into its stock exchanges. FTSE Russell, which says it is currently spending six to nine months considering such an upgrade, estimates the move would bring roughly $1 billion of foreign investment to Vietnam via passive funds and another $5 billion via actively managed funds.

HO CHI MINH CITY -- Con Dao used to be an island prison where French colonizers subjected the Vietnamese to a regimented life of isolation, controlled diets, austerity and the sound of silence, all under a perceived shroud of spirits of inmates past. The prison, established in 1862, is where, according to the Vietnamese government, 20,000 revolutionaries died.

HO CHI MINH CITY -- Czech automaker Skoda will complete a half-billion-dollar factory in Vietnam this quarter, producing internal combustion engine cars -- before introducing electric vehicles -- with plans to export around Southeast Asia, the government said. The manufacturer is working with Thanh Cong, a distributor for Hyundai, one of the most popular car brands in Vietnam, according to a post made Sunday night on the government's website.

HO CHI MINH CITY -- Vietnam has ordered banks to withhold taxes for Agoda, Airbnb, Booking.com and PayPal, marking the latest effort by the fast-growing Southeast Asian country to levy global technology giants. The order applies to the four online platforms as well as 100 lenders, according to a General Tax Department letter seen by Nikkei Asia. It would mean that when Vietnamese send money through these overseas-based websites, they could find that their banks are taking out a slice for taxes.

HO CHI MINH CITY -- Vietnam is requiring Facebook, TikTok and other platforms to verify users' phone numbers under a law that activists say will expose dissidents in the one-party state. Decree 147 also bans teens from social media unless their parents sign up for them, requires networks to give "blue tick" authentication to government agencies, and restricts underage gaming. This last restriction is further tightened when it comes to titles with a gambling element.
