Greg Abbott on Monday after the Texas Legislature approved the measure. Senate Bill 37, authored by Sen. Brandon Creighton, R-Conroe, was signed by the Senate on Sunday and the House on Monday after both chambers hashed out their differences and agreed on a final version of the legislation.
