Chester Mayor Stefan Roots, during a special Council meeting on April 1, announced the successful launch of an initiative to remove abandoned vehicles from city streets. Last week, public works crews with assistance from the Chester Police Department, removed more than a dozen abandoned vehicles from a lot owned by the Chester Economic Development Authority (CEDA), at 9th St. and Morton Ave. “We put our heads together for weeks, discussing how to address this,” Roots said.

Longtime Chester Receiver Michael Doweary, last week (March 13), resigned the position, notifying Rick Siger, the secretary of the state’s Department of Community and Economic Development (DCED), that he was leaving effective July 1. Doweary resigned to become chief financial officer at York College of Pennsylvania. Siger appointed Vijay Kapoor, Doweary’s chief of staff for the past five years, to succeed him and if approved by the Commonwealth Court, he will begin on the same day.
