COLUMBIA — When it comes to health care for rural mothers and babies, South Carolina has a failing grade. The state has had an F from March of Dimes — the lowest rating — for infant and maternal mortality rates for the last three years. It ranked second to last of all U.S. states for health care quality and cost in 2024, according to The Phia Group Healthcare Index, a state-by-state health care quality and cost analysis.
