Two people have been charged in the April 10 death of a 4-year-old Reynoldsburg boy. Linwood E. Allison Jr., 20, has been charged with aggravated murder of someone younger than 13, and Kailee Smith Parks, 19, has been charged with endangering children, according to online Franklin County Municipal Court records. Whitehall City Council approved a trio of tax incentives for a controversial townhome development despite objections from residents that it would divert tax money from essential city services. But a resident vows to keep fighting the project. Council members voted 4-2 with one abstention on April 15 to redirect some property taxes to reimburse the developer of a proposed 50-townhome development called Fairway Cliffs for public improvements, such as roads and water and sewer infrastructure.
