Fantastic question. I'll sometimes use popular cross streets that do not access the interstate when referencing crashes. It's simply a way to zero in on the location of the incident. I prefer to use "interchange roads", and will do so when appropriate, like Edgewood Ave.

EB-465 on the north side is slow from the White River to the I-69 interchange with a delay of five minutes.
