WEST HARTFORD — A developer is considering building 27 townhouses on an undeveloped plot of land on Newington Road and part of the site of a former industrial building on Brook Street. Tecca Ventures is the development company behind the plan, according to Town Planner Todd Dumais. The proposal is in its very early stages and hasn't been formally proposed to the town yet. But the preliminary plans will be the subject of Thursday night's Design Review Advisory Committee meeting.
