To the Editor IHL regulates the special circumstances of armed conflict. It strikes a delicate balance between military and humanitarian imperatives by sanctioning lethal force against legitimate targets while seeking to mitigate the horrors of war.1 As a recent Viewpoint2 astutely noted, the protection of health facilities, medical personnel, and patients lies at the heart of the IHL framework and provided the impetus for the earliest efforts to codify the rules of warfare.

To the Editor A recent Viewpoint1 elucidated the potential of IHL in protecting the sacredness of health care. But, they also highlighted the difficulties in implementing its lofty principles. Throughout most modern wars, protection of the right to health embodied in these humanitarian principles2 has been violated, by targeting civilians and their living spaces.
