The charity said cafe seating, advertising boards and discarded e-scooters could cause trips and injuries. Durham County Council will increase the maximum fixed penalty notice (FPN) for fly-tipping from £400 to £1000, littering from £150 to £250 and graffiti from £100 to £250. The council decided to scrap discounts for early payments last summer. Cabinet member Mark Wilkes said the council had "cracked down on environmental offences" by issuing more fines and increasing prosecutions.
