MILFORD - Alderman Win Smith Jr. received a letter of reprimand from board Chairman Phil Vetro during a recent school board budget meeting over an issue Smith called "personal for me" - the use of seclusion rooms in schools. Smith, a Republican, said he plans to revisit the topic on Wednesday during a tour of two city schools with fellow aldermen and some school board members.
