    OUTER BANKS, N.C. — An outbreak of highly pathogenic avian influenza, a strain of bird flu, has been confirmed near the Outer Banks, the North Carolina Wildlife Resources Commission (NCWRC) said Wednesday. “We are aware that the Outer Banks is a hot spot for the disease," said Miranda Turner, state wildlife health biologist for the NCWRC. Seven out of the eight confirmed HPAI cases reported in North Carolina this winter were located near the Outer Banks, according to Turner.
