The Dutch Pension Federation has described plans by pensions supervisor DNB to compel pension funds to report annually on CO2 reduction as “unclear” and not corresponding to practice”. “The current proposal completely misses its target,” the Federation said in its response to the DNB proposals, which was put out for consultation in mid-September. DNB wants pension funds to report annually on the extent to which their CO2 reduction is in line with their reduction target.

In a vote on Tuesday, the Dutch Lower House approved the revised law introducing the option of a 10% lump sum payment that can be taken upon retirement. The introduction of the law will, however, probably be postponed once more, to 1 January 2026. Parliament’s lower chamber had voted unanimously in favour of the possibility of lump sum withdrawals in late 2020.

The prospective new Dutch government – formed by the far-right PVV and centre-right VVD, NSC and BBB – will leave the new Dutch Pension Act, which came into force last year, untouched. The new law mandates pension funds to move existing pensions from a defined benefit (DB) offering to a defined contribution (DC) system.

Dutch pension minister Carola Schouten has urged the pension sector to continue implementing the new defined contribution (DC) pension system despite a slim majority of the newly elected Dutch parliament being opposed to the new pension law in its current form. The comfortable parliamentary majority for the switch from a defined benefit (DB) to a DC system evaporated on Wednesday following the landslide victory of the far-right Freedom Party (PVV).
