    The calendar says 2020 was five years ago, but it seems both more recent and in the distant past. A lot has happened in five years. April 2020 was smack-dab at the beginning of the COVID-19 pandemic in America.     Construction is slated to begin as early as spring on downtown’s first new building in decades. Preeminence I, the five-story apartment complex proposed by Metrovitalization and its president Ricky Trinidad, will take shape in the area of 119 E. Washington St. between Apple Alley Way and Zambelli Park. Trinidad highlighted several aspects of the planned mixed-use building during a Thursday presentation for New Castle City Council.
