Residents in Rio Vista are fighting significant hikes in water and sewer rates. But city officials say the proposed increases are needed after more than 12 years without raising rates. In a press release, city officials said the wastewater system has been operating at a structural deficit and they haven’t been able to complete replacement and improvement projects. A few dozen people gathered on Wednesday evening for a ‘Ride of Silence’ honoring cyclists who have been hurt or killed by cars both in Sacramento and across the world. The organizer said they are hoping to raise awareness, so drivers better share the road with cyclists. "It's sad that cyclists have to go through so much to even be on the road,” Sherry Martinez, organizer of the ‘Ride of Silence’ in Sacramento, said. "People are vulnerable when they're not in vehicles.
