    DUBUQUE, Iowa (KCRG) - One of the final phases of a flood protection project began in Dubuque Tuesday. The Bee Branch Watershed Flood Mitigation Project has been a decade in the making. More than half of Dubuque’s residents either work or live in the watershed, but the stormwater pumping station on Kerper Boulevard south of 16th Street hasn’t seen an upgrade in more than 50 years. The construction will double the amount of water the pumping station can pump in a minute.

This will be Jennifer Sime’s eighth Mother’s Day without her first child and only son. ”His teacher noticed that he was kind of having unusual staring spells and just kind of odd movements with his mouth and such so she notified the nurse and the nurse notified us,” Sime said. Her son, Brendan Numedahl of Decorah, was diagnosed with epilepsy when he was in fourth grade.

House File 792, also called Kristen’s Law, would charge people with first-degree murder if they distributed fentanyl and killed someone. Kristen’s family says they want to prevent another family from experiencing pain like theirs. Kristen Ewing was known for making others laugh. But her laugh can now only be heard in her family’s home through old videos.
