The water regulatory system is in need of a major overhaul to provide stability to the crisis-hit sector and allow long term investors, such as pension funds, to pump much needed cash into the industry, a major review has said. Ministers set up the Independent Water Commission to undertake the biggest review of the water sector since privatisation in the late 1980s, which has found “deep-rooted, systemic” failures in the industry.
