    The Westbrook Planning Board Tuesday unanimously approved a multistory, mixed-use complex with 110 residential rental units near the Presumpscot River in the city’s downtown. Quaker Lane Associates of West Hartford, Connecticut, is the developer. “We’ve got the green light,” a jubilant Matthew Welter, principal and founder of the firm, said in a brief comment outside the meeting room after the board’s approval.

    The Gorham Town Council will vote on Town Manager Ephrem Paraschak’s proposed municipal budget next month. It calls for spending $23.5 million, representing a 4.7% hike from the current $22.4 million. Based on estimates of the town’s total valuation, Paraschak not only anticipates no increase in the tax rate, but actually expects a decrease of several cents to cover the municipal expenses, according to his April 12 budget letter of transmittal he wrote to town councilors.

    Gorham Superintendent Heather Perry on Wednesday, April 15, delivered a $57.5 million spending plan to Town Manager Ephrem Paraschak. The School Committee passed its proposed budget unanimously, 7-0, on April 9.
