After 12 hours of debate, the state Senate voted 25-11 to pass a bill allowing victims of gun violence to sue gunmakers, distributors and retailers that don't take steps to prevent their products from falling into the wrong hands. Ned Lamont and, if signed, would take effect Oct. 1.
