Volusia County approved a new ordinance geared at protecting people from dogs that have been deemed "dangerous" by the county, requiring owners to carry $500,000 in liability insurance. Holly Hill Mayor John Penny said his city needs to find a way to pay for infrastructure related to flood prevention and drainage. He supported having county officials discuss using a sales tax increase to help pay for infrastructure needs. To pass, a sales tax increase would have to go to a referendum for voters to decide.
