HOUSTON, Texas (KTRK) -- Twenty-eight years after a little girl was abducted by her father and raised secretly in Mexico, a new state law is named in her honor. Bianca's Law was passed this session to expand prosecution against parents who break child custody orders and take children out of Texas. "Amazing and awesome and exciting," Deana Herbet said, the mother behind the state law change.

CYPRESS, Texas (KTRK) -- Child Protective Services says it's investigating an incident at a day care after a toddler lost the tip of her finger from a closing door. It happened on June 2 at the Early Learning Center 2, operated by Cy-Fair ISD. The child, 15-month-old Madilyn, has her entire right arm in a cast after the tip of her right ring finger was severed. Her mother, Danielle Hurt, reached out to ABC13 after she felt like the school district wasn't taking the injury seriously.

HOUSTON, Texas (KTRK) -- A murder has shaken a housing community in the Spring Branch area. Houston police say a 29-year-old mother was found shot and killed inside a unit where she lived with her 7-year-old daughter. "They found an adult female that is deceased here at the scene," Lt. Larry Crowson said. "Also in the apartment, they found a 7-year-old female. She apparently is unaware that the female is shot."A family member of the victim told ABC13 that the little girl is doing OK.

The Greenspoint-area La Petite Academy's parent company said an active investigation is underway. HOUSTON, Texas (KTRK) -- Texas Health and Human Services are investigating a Greenspoint-area day care after a bus driver is accused of leaving a 4-year-old at his elementary school alone. "That's my child's life, his safety," Melissa Luna, the little boy's mother, said.

HOUSTON, Texas (KTRK) -- The University of Houston's Tilman J. Fertitta Family College of Medicine hopes to help solve a large shortage of primary care physicians in Texas. Experts said the Lone Star State ranks 47th nationwide for patient-to-family doctor ratio. "We're about 4,800 primary care physicians short," Dr. Stephen Spann, dean of the Tilman J. Fertitta Family College of Medicine, said. The school's mission, he said, is uniquely focused on this problem.
