1 INTRODUCTION The NDIS is consistently described as the most significant social policy initiative since the introduction of Medicare (Carey et al., 2023). The establishment of the NDIS was a bold and substantial reform. As Cowden and McCullagh (2021) argue, ‘it is a rare moment in politics and policymaking that an idea as revolutionary, ambitious and expensive as the NDIS makes it into its implementation phase’ (p. 6). The implementation of the NDIS took place gradually over a 7-year period.
