The person was walking in and out of traffic on the southbound on-ramp from Okeechobee Boulevard in West Palm Beach. A West Palm Beach police officer on April 9 persuaded a person whose behavior had shut down an Interstate 95 on-ramp to surrender and receive medical attention, the department said. Officer John Bangs arrived at the scene, the southbound ramp from Okeechobee Boulevard, ahead of other officers and built rapport with the person, who police did not identify, the department said.
