Des Moines has paused its sister city relationship with Saint-Étienne, France, due to lack of communication. The city maintains active partnerships with Kofu, Japan; Shijiazhuang, China; and Pristina, Kosovo. The sister cities program aims to promote cultural exchange, economic development and international understanding. Sherill Whisenand says sister city relationships can be a lot like dating. You have to court them, devote time and attention, and occasionally take them out on the town.
