Prison officers will be given new powers to use pepper spray against teenage offenders in a crackdown on violence in youth custody. Young offenders' institution staff will be trained to use PAVA, a synthetic pepper spray, against inmates in cases of serious violence towards prisoners and staff. Figures revealed the rate of assaults in public youth offender institutions is around 14 times higher than in adult prisons.
